Rural Emergency Hospitals: State Considerations and Legislative Actions

To address closures of rural hospitals and increase access to care in rural communities, Congress established Rural Emergency Hospitals as a new provider type for eligible rural hospitals, effective January 2023. This NCSL webinar will explore the new designation, including its intended purpose, program rules, requirements and potential challenges and opportunities for states. Attendees will hear about recent state legislative activity regarding rural emergency hospitals from national experts and several state legislators.

This webinar is supported by the Health Resources and Services Administration (HRSA) of the U.S. Department of Health and Human Services (HHS) as part of an award totaling $813,543 with 100% funded by HRSA/HHS. The contents are those of the author(s) and do not necessarily represent the official views of, nor an endorsement, by HRSA, HHS or the U.S. Government.

Leveraging ARPA Funds to Improve Health Care in the Home and Community

Older adults and people with disabilities often prefer to receive long-term care at home or in their communities, which is also more cost-effective for states. The American Rescue Plan Act (ARPA) provided states with a temporary increase in federal funding to improve care and support workforce for Medicaid home and community-based services (HCBS). States are leveraging ARPA funds to enhance HCBS in several ways, including improving infrastructure, addressing waiver wait lists, investing in the direct care workforce, improving access to telehealth, and addressing social drivers of health. This webinar will explore state strategies to support HCBS through ARPA spending plans.

Medicaid Unwinding

With the COVID-era Medicaid continuous coverage mandate ending March 31, states are tasked with the monumental job of processing redeterminations for 90-plus million enrollees. The unwinding process is complex and brings with it significant financial implications and workforce challenges for states. Join NCSL for an overview of the unwinding requirements, a discussion about the hurdles and opportunities for states, and hear directly from states about steps they have undertaken in preparation.

Children, Youth and Families Policy: Legislative Trends and 'A Look Ahead'

Strengthening and Supporting the Oral Health Workforce

As policymakers across the nation grapple with oral health care access challenges, states have implemented policies to strengthen their oral health workforces. This webinar will explore the challenges states face in providing high-quality oral health care and dive into workforce strategies and how they may be leveraged to reduce geographic and racial health disparities. Speakers will discuss state actions that support the provider infrastructure, expand the oral health workforce through innovative models, and improve access for those in areas with oral health care shortages.
