New Mexico shares lessons learned from building a tax incentive cost-benefit analysis capability largely from scratch, including how it developed institutional support, practical methodologies and integration into ongoing legislative oversight and policymaking.
Alabama will discuss approaches to assessing the cost-effectiveness of fine collection and enforcement programs, including how to measure the impact of improved compliance on revenue outcomes. The session will also examine internal cost-effectiveness considerations, specifically how oversight offices evaluate whether the time and resources required for audits and evaluations are justified by their expected value and impact.
