Networking 101: Building Meaningful Connections is designed for young and new professionals who want to grow their networks with confidence and purpose. This session breaks down what effective networking really looks like, why it matters early in your career, and how to approach conversations in a way that feels authentic—not transactional.
- Mark Quiner
Mark Quiner is an experienced group facilitator with over 40 years of experience. He is director of the Center for Ethics in Government. He was previously the assistant director and acting director of the Wyoming Legislative Service Office where he served the Wyoming Legislature for 26 years. He graduated from the University of Wyoming School of Law and has been an attorney for more than 40 years. Following law school, he worked in the Wyoming Supreme Court for Chief Justice C. Stuart Brown, and then served as assistant attorney general for the state of Wyoming before working for the Wyoming Legislature.
- Sarah Altshuler
Sarah Altshuler is a policy associate on the Legislative Staff Services team, where she serves as the liaison and primary point of contact to both the National Association of Legislative Information Technology and the Young and New Professionals Network. Before becoming a policy associate, she was a senior program coordinator for NCSL's state services division. She holds degrees in political science, philosophy and communication from the University of Colorado-Boulder.
