NCSL invites all legislators and legislative staff to a webinar concerning federal efforts that may significantly impact state-federal funding across most federally funded programs and initiatives.
The Office of Management and Budget (OMB) released a proposed rule on May 29, titled “Regulation for Federal Financial Assistance,” that would significantly overhaul the federal grants and assistance process, with major implications for states. The government-wide initiative would revamp the rules governing federal grants, cooperative agreements, and other forms of assistance—commonly known as the “Uniform Guidance” (2 C.F.R. Part 200). According to the OMB, the proposal aims to improve transparency, accountability, oversight and consistency across federal grant programs while reducing unnecessary administrative burden on recipients. This binding regulation has the potential to impose significant implementation costs on states, substantially limit their ability to manage state-administered programs and joint federal‑state initiatives, and lead to the termination of discretionary funding when an award "no longer advances agency priorities or the national interest."
The proposal includes a compressed timeline with a comment closing period of July 13 and an implementation launch of Oct. 1, 2026—potentially impacting all fiscal year 2027 federal funding. We hope you can join us as we examine this timely and important issue.
