Concrete and Economic Supports at the Intersection of Child Welfare and Youth Homelessness

This webinar was held with NCSL Child Welfare Fellows and NCSL Youth Homelessness Fellows. The session features a presentation from senior faculty at Chapin Hall about four primary economic and concrete supports--earned income tax credits, child tax credits, direct cash transfers, and housing and employment resources--and how they can prevent youth homelessness and child maltreatment.

SNAP Employment and Training: Optimizing Partnerships to Boost Economic Security

Every state operates a SNAP Employment and Training Program with broad flexibility to provide supportive services like employability assessments, training, transportation and child care. SNAP E&T pairs nutrition support with developing the skills participants will need to achieve economic self-sufficiency and contribute to workforce demands. The innovative partnerships states have with community-based organizations, community colleges, employers and others are vital for the delivery of services to program participants. State Innovations and Opportunities with SNAP and TANF to Build Family Economic Security and Mobility

The Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) provide supportive services, meet workforce needs and help families build economic security and mobility. Recently, both programs have received increased attention. Both are federally directed programs; however, legislatures establish the policy landscape for how they are implemented in their states. Join Dana Thomson, a senior research scientist from Child Trends and other state policy leaders from health and human services to prepare for potential program changes to SNAP and TANF, learn about other states’ innovations and inform NCSL’s federal advocacy positions.

Getting Value Over Volume in Health Care, Payment Systems

In health care systems across the country, many states are interested in payment and service delivery models that incentivize value rather than volume. But what do these systems look like? And what are the legislative opportunities to inform change? This webinar will provide an overview of value-based health care and payment initiatives, explore the legislative role in such initiatives, and highlight several state examples.

Rural Emergency Hospitals: State Considerations and Legislative Actions

To address closures of rural hospitals and increase access to care in rural communities, Congress established Rural Emergency Hospitals as a new provider type for eligible rural hospitals, effective January 2023. This NCSL webinar will explore the new designation, including its intended purpose, program rules, requirements and potential challenges and opportunities for states. Attendees will hear about recent state legislative activity regarding rural emergency hospitals from national experts and several state legislators.
